Does the governor's veto make any difference?

In all, Gov. Mike Easley vetoed nine bills. His latest veto of a law that would open state roads to wider boat trailers was overridden Wednesday by the legislature. Easley has wielded the veto sparingly and usually on low-profile legislation, using the constitutional tool more as a safety net than as the shotgun behind the door. Has veto power led to better laws and better state government?
