A three-part investigative series running this week in the News & Observer has shown how the state's probation system has left thousands of probationers unwatched and how top officials have failed to fix festering problems and kept technology out of probation officers' hands. Since 2000, 580 probationers have gone on to kill and, in several cases examined by N&O reporters, had received minimal cases, at best.

Start by replacing all upper management.
Replace all upper management. They are all political appointees and should not be in charge.
Promote people that know what they are doing!
Establish some sort of raise system that rewards people that are doing their job.
Get rid of everyone that is not doing their job!
