Who should public information officers be serving?


Public information officers are those who work for the state to disseminate information. They say their job is to work for reporters and the public, but e-mails reveal efforts to spin the news and shield officials from public scrutiny. Who are public information officers actually serving? Is this a problem? If so, why?
