We Monday morning commuters really needed another ten minute stall to our daily commute.
For future reference, fender benders, need to pull over to the shoulder. This is the law for the beltline.
Any officer of the law will tell you instantly, the vehicle that rear-ends the other, is at fault. No excuses for rear-ending.

Sometimes the car in front is at fault. I've seen police reports for such instances (used to do the traffic reports for a newspaper).
