Did the state fail Planten?

The mother of Drew Planten, the suspect in the 2002 killing of Stephanie Bennett, is seeking damages from the state prison and health systems because, she claims, they failed to prevent him from killing himself while awaiting trial.

Sarah Chandler filed the claim for damages in December and she is seeking at least $10,000. Planten hanged himself in his solitary cell June 2, 2006, while he was being held at Central Prison.

Did the state fail to prevent Planten from killing himself? Should his mother get damages?
