Should local governments have to get approval to ban smoking?

Raleigh wants to ban smoking in city owned parks and play areas. Problem is, the city has to  get approval of the Legislature to enact the bans. Should local governments have to get approval to do so? Is a smoking ban a good idea?

No Approval Needed

The health and welfare of its citizenry is the responsibility of every local government. Smoking poses a threat to everyone's health. Therefore, no approval should be required.

Just ban smoking all together!

No Approvals

Each city is in a better position to listen to their citizens and make decisions that affect their locality.  Why would the state want to interfere with that?

 Oh, and smoking is plain dumb.  Just quit already.  

Go ask your legislature

I'm not sure what I think about a smoking ban in a park, but the idea that the city should have to get permission from the state legislature is ridiculous.
