Where do you stand on transportation? Sustainability? Mixed-use development? These and other issues are on the table as Raleigh works on a new comprehensive plan.
so, you're suggesting that Raleigh would be well-served by a bus and underground [subway] system which meets the needs of the millions of residents of each city?
estimates as of january, 2008 http://en.wikipedia.org/wiki/Raleigh,_North_Carolina say that Raleigh's population is about a third of a million maybe 375K.
NYC = http://en.wikipedia.org/wiki/New_York_City = 8.2 milliion.
London = http://en.wikipedia.org/wiki/London = 7.5 million (mid-2006)
do you see what's missing here? population densicy? concentrated living and working areas? the number of companies per square mile where people work? the number of apartments per square mile where people live?

Having just moved to Raleigh, from Washington DC. Raleigh is on the right track, traffic is nothing compared to DC. Raleigh needs good public transportation, to include light rail and/or subways.
Don't use DC as a model for a good subway system, look at NewYork or London as the model.
