 <description>&lt;p&gt;My favorite discussion with Vickie Smith, while she was hired to transition the P&amp;amp;A to a nonprofit status, was when she asked me &quot;what was my handicap?&quot;  When I said it wasn&#039;t important, she said, &quot;sure it was.&quot;  A conversation insued where we discussed the marketability of handicaps.  I was in the GACPD office that day to duplicate a tape recording of a recent council meeting where she publicly disclosed that, &quot;the governor [Easley] would redesignate the council if the board provided him the political cover to do so.&quot; Ten of thousands of federal dollars then were later spent to achieve this purpose.&lt;/p&gt;</description>
