Adult Adoptee Access to Original Birth Certificate

I would like it if the General Assembly in the 2009 session would allow adult adoptees to have access to their true record of birth. Not a ficticious document in which the adoptee doesn't even know their true county of birth.

It is time for the members of our General Assembly to start working on more important items other than trying to govern relationships between people. This is all based on a antiquated law from 1945, when they decided it would be best to seal the original birth certificate (OBC) along with all of the other adoption records.

FACTS

Birthmothers may have been VERBALLY promised confidentiality, but it cannot be upheld in a court of law.

Adult adoptees are NOT looking for new sets of parents.

Amended birth certificates are a lie

Adult adoptees are NOT stalkers

Adult adoptees ONLY want the same thing the NON-adopted have.

Access to OBC's is NOT about REUNIONS it is about RIGHTS

Birthparents should not be allowed a PERMANENT restraining order against their offspring

Abortions will NOT INCREASE if adult adoptees are given access to their OBC

Adoptions will NOT DECREASE if adult adoptees are given access to their OBC

2 States never saw the need to seal records - Alaska & Kansas

6 other states have already granted access to the OBC

The SKY has NOT fallen in any of the 8 states which already do this!!!!!!

Yes, the legislature can raise taxes to cover any level of spending. But voters are more likely to hold legislators accountable for raising taxes to cover reckless spending than they are to hold them accountable for using deficit spending to cover reckless spending. Promise people the sun and the moon for free, and there are enough fools out there who will vote for you every time. Promise people the sun and the moon in exchange for tripled taxes, and even the most foolish of fools is likely to say, "Hey, wait a second..."

You want there to be a law against an *elected body* making decisions which the majority of citizens are against?

Even ignoring the obvious fact that any elected body that consistently defies the will of the majority will soon be voted out, this is simply unworkable. How do you determine what the majority of the citizens are against? What happens if (as is the case with school overcrowding) there are several potential solutions, none of which is supported by a majority?

Such a law would be unnecessary, counterproductive, and -- most of all -- just plain stupid.

amen, jeff! one of the things that saddens me the most is when people call for a "balanced budget amendment." it's the utmost in stupidity, because all it means is that the legislature can raise taxes to cover any level of spending they choose to attain!!!!!!!!

we need more critical thinking courses in NC!

dix campus

The use of Dix as an alternative school for troubled kids is interesting. The problem is that North Carolina wants to use Dix campus to generate revenues for the mentally ill. An alternative school that is state sponsored would use revenues instead of generating revenues.

The two plans currently receiving the most attention that generate the revenue desired by North Carolina are the ULI Development plan and the Friends of Dorothea Dix Park plan. Both plans would generate at least $40 million in revenues for the mentally ill by selling Dix campus to the City of Raleigh. Under the ULI Development plan the City of Raleigh would then sell most of DIX campus to private developers for housing and commercial developments. The Friends of Dorothea Dix Park plan would preserve all 306 acres of the Dix Campus for a destination park.

NCjade, while you mention that Raleigh already has a lot of parks, what we do not have is a great destination park. Destination parks are economic generators and can encompass a wide variety of attractions from satellite Smithsonian museums to large open spaces for hot-air balloon festivals.

By and large however, destination parks need to be at least 400 acres. As you mention Pullen Park is right across the road from the Dix Campus. Unfortunately, it is only 72 acres. But if we can connect that 72 acres to the 306 acres of Dix Campus as well as with greenways from Dix Campus to Lake Raleigh and Walnut Creek we have enough acreage for a world-class destination park!

NC GS needs to stop illegal immigration and NAU

A Nation Without Borders Is Not A Nation - Ronald Reagan

I would like to see steps taken to stop illegal immigration into North Carolina and the deportation of those illegal aliens already here.

I would also like to see our state rise up and take an official no-tolerance stand against the North American Union and call for the removal of any official on any level working towards it.

I believe we are losing our country ... and most people will be very disappointed when that happens and realize what it means.

Use Dix as an alternative school for troubled kids in the WCPS, so that children interested in learning can learn. If a child gets into a fight send them to Dix. N.C. State University owns the land at the top of the hill near Cherry Bldg. why not allow students from the University to work with kids at Dix as a learning experience.

I realize the land is suppose to be used as a park, but we have so many parks around and we need some resources for the kids to learn in. They already have Pullen Park just across the road.

Schools

The dropout rate rose to 5.04 percent in the 2005-06 school year from 4.74 the previous year, according to data compiled by the Department of Public Instruction and presented to the board on Wednesday.

In all, 22,180 students in 9th to 12th grades quit school during the year.

Why don't you just plain and simple open a school for kids that do not want to be in school (an alternative school on Dix Campus), they have classrooms, teachers, etc. It's a central location and would ease the over crowding in the schools.

Kids fail in H. S. if they have more than 10 absences...if you have a child with a chronic illness, the school does not care they just hand out an F for Fail...my son missed 10 days in a class and was receiving an A, but I was told unless he came to school on Saturdays he would fail his class....so he went on Saturdays. I think it's totally nuts. He is now in college and they allow Clef tests to test out in subjects....is the school system only into putting federal $ in their pockets (since they get paid according to the days each student is in class) or are they trying to help these kids move on and graduate?

There is no way you should allow children to be in school mandatory until the age of 18 as suggested in the N&O today. Some kids stay in school just in order to allow the family to continue to receive a welfare check and they cause trouble at school for the kids that want to learn.

Anyone wonder why so many kids drop out...they move kids around like musical chairs and change things constantly..it's like putting them through a divorce every couple of years. Very unhealthy!

Joe Hackney

Well, the good ole boy network is off and running with Hackney at the helm. Remember how he pledged no support of a lottery in NC in 2002, and then voted for it in 2005? I sure as heck do. Good Ole Joe has been in all the back room deals in the last six or so years and has learned to talk out of both sides of his mouth very well. Hey, we have, and have had for many years, a democrat controlled legislature, so how come we aren't all living in the Utopia promised by these people and their supporters for years? Just expect more lies, more corruption and higher taxation. That's about all you can really count on.

Stop illegal immigration

Illegal immigration laws should be enforced at all levels. Make English the official language. Anybody who comes to US should learn to speak English. It shouldn't be the other way around. We have Spanish language prominently displayed at businesses like Home Depot and Lowes, and even at all levels of government offices and websites. Why do we coddle one group and discriminate against the other legal minorities? One language or include every minority group's language.Make it unlawful for employers to hire illegal immigrants, if they do, these employers should be liable for health benefits, etc. Allow local police department to detain illegal immigrants. No drivers license should be issued without proper, authentic documentation. There should be an alternative schools for troubled kids. There should be more AG basics magnet schools, or equally challenging AG services in regular elementary and middles schools in order to ensure that the smartest students are not left behind.

nanny

Oh really, is it about nanny's or law's. I was talking laws for convicted and the key word is convicted sex offenders. IF you have all the surrounding states with strict laws & NC does not they will come. As far as keeping better track of my kids goes....my kids are grown and these offenders come into homes when children are suppose to be safely asleep.....as far as punishment goes many of these offenders don't serve their full sentence like some states impose. If you get 8 yrs do 8 yrs....no time off for good behavior.

Not talking Nanny state.....talking strict laws....

Nanny-state ain't the answer.

"· Within 3 years following their release, 5.3% of sex offenders (men who had committed rape or sexual assault) were rearrested for another sex crime."

You're willing to punish 94.7% for the failure of 5.3%? Are ya really that sick?

Keep a better track of what your children are doing, nanny-state ain't got a snowball's chance in an fully-lit convection oven of protecting them.

WE NEED JESSICA'S LAW

Jessica’s Law –

Many states don't protect children from sexual predators and allow these criminals back on the street to commit these crimes again. There have been despicable cases all across America in which girls and boys have been raped, abused, and even murdered - often by serial sex offenders who had been released by authorities after serving short prison sentences, if any sentence at all. The following states currently have some form of Jessica’s Law on the books: WV, SC, GA, AL, FL, IN, MI, WI, IA, MO, AR, OK, LA, NE, AZ, NV, OR, CA, AK. Have you ever looked on the NC Sex Offenders Registry and realized how many of these sex offenders are moving to NC from other states? These criminals are not idiots and they know which states are lax on the crimes they commit and plan to continue to commit. This is literally a life-and-death battle to save our youngest and most vulnerable citizens from abuse, torture, and murder. I hope you'll do your part. The legislation is named after little Jessica Lunsford, who was just nine when her life was brutally ended by a sexual predator who had previously been convicted of sex crimes against a child. The crime forced Gov. Jeb Bush and the Florida legislature to mandate stiff minimum sentences for child abusers, who had all too often been slapped on the wrist by lenient judges. These outrageous crimes could have been prevented, which is why a version of Jessica’s Law needs to instituted in our state. I will not change my mind on this one. N.C. State Legislation needs to pass a version of this law and this year. Fiscal impact on local government is none as you will see on the link attached.

http://www.flsenate.gov/data/session/2005/House/bills/analysis/pdf/h1877.CRJU.pdf

Link to N.C. Sex Offender Registry

http://ncregistry.ncsbi.gov/(S(uf2ctuzags4ohq2lxxzu4d45))/Default.aspx

Jessica's Law is an empty, feel-good piece of empty legislation that will save no one and instead have the effect of driving offenders underground so that they do not register, and prevents them from ever becoming a productive member of society.

Not True Rob….Sex offenders are required by law to register and failure not to do so is a crime.

All this, and it's largely unenforceable.

It is very enforceable just check out the link above.

Only a totalitarian society would consider a lifetime GPS tracking device to be an acceptable form of punishment, because only a totalitarian society refuses to believe in remorse and redemption.

We do have the death penalty I’ve been in the prisons working with individuals and seen remorse and redemption. The recidivism rate on sex offenders is high and the devestation it causes is higher yet.

· Within 3 years following their release, 5.3% of sex offenders (men who had committed rape or sexual assault) were rearrested for another sex crime.

· On average the 9,691 sex offenders served 3 1/2 years of their 8-year sentence.

· Compared to non-sex offenders released from State prisons, released sex offenders were 4 times more likely to be rearrested for a sex crime.

· The 9,691 released sex offenders included 4,295 men who were in prison for child molesting.
