&lt;p&gt;The current upper management has been in office for eight years and have become very comfortable in their own perspective. In order to keep state government clean and healthy, all appointed positions should all be replaced. For the most part, they are dirty. It needs to be cleaned up, especially in the belly of DOC......DCC is not alone, they need to look deeper.in places where there is zero accountability and no morals. &lt;/p&gt;</description>

 <title>Who&#039;s to blame? Can it be fixed?</title>

 <description>&lt;p&gt;I wonder if the probation system can be fixed or should it simply be shut down?  Sorry if that sounds far fetched, but Basnight and Perdue don&#039;t get passes from me on this.  They come off sounding all concerned and how they will make it a number one priority to get things changed, but they along with Easley have to be held responsible for this nightmare. This occurred on all of their watches. The Democrats have controlled this State for a long time and have to be held accountable for the waste and problems we face today. Program after program gets funded, but no accountability, no oversight and then a newspaper has to discover the problems before the politicians get concerned. Give me a break. Let&#039;s dig deeper and check out what Basnight and Perdue have in their closets besides a cot where they obviously must have been sleeping to not see some of these problems. &lt;/p&gt;</description>

 <description>&lt;p&gt;Replace all upper management.  They are all political appointees and should not be in charge.  &lt;/p&gt;
&lt;p&gt;Promote people that know what they are doing!&lt;/p&gt;
&lt;p&gt;Establish some sort of raise system that rewards people that are doing their job.&lt;/p&gt;
&lt;p&gt;Get rid of everyone that is not doing their job!&lt;/p&gt;
