How is this even enforceable

How is this even enforceable? I mean, if I want to put a new one in, I just buy it and take it to my house. Since it is just a city of Raleigh ordinance, I can easily buy one at even the stores in Raleigh. Or maybe I go to the next town and buy one. How would the city know what I have inside my house?
