How can the Triangle keep its taps from running dry?

In recognition of the one-year anniversary of the drought declaration, citizenQ asked readers to contribute some of their thoughts on public policy and water conservation. We got a flood -- no pun intended -- of answers. Some are appearing in the Memorial Day weekend citizenQ section; others will appear on Page 2B. Ultimately, we used citizen response to craft a section centered on the ongoing water problems and potential solutions.

How do you think the Triangle should handle water conservation issues? Who is responsible for bringing about change? Which changes will be most effective? The least effective?
